Republican Chris Elder has entered the race for the 44th District state House seat, challenging incumbent Democrat Brandy Donaghy in the November 3 election. Both candidates are Navy veterans with aviation experience, but they propose different paths to address regional economic and infrastructure needs. The district includes Snohomish, Mill Creek, Maltby, Clearview, Bothell, Everett, Monroe, and North Creek.
Elder, who works in real estate and operates a small farm and horse-boarding facility, centers his platform on tax relief and regulatory streamlining. He advocates for faster housing permits and lower construction costs to boost affordability. Elder stated that legislators should heed the voice of the people regarding energy choices after the Supreme Court struck down Initiative 2066. He emphasized that government should stop asking people to open their wallets for every budget problem.
Donaghy, appointed to the House in 2021 and reelected in 2022 and 2024, focuses on job creation, infrastructure investment, and industrial symbiosis. She argues that policymakers should consider more housing options, including manufactured homes and trailer parks, to provide affordable entry points into homeownership. Donaghy said she is also examining state code on time limits at RV and cabin facilities to determine if restrictions limit housing access.
The candidates diverge on transportation solutions. Elder identified state Route 9, U.S. 2, and state Route 522 as congestion hotspots. He called for safety improvements on U.S. 2 and repairs at Bickford Bridge, noting that delaying maintenance increases costs. Donaghy said the state’s transportation system is 15 years behind schedule and urged the Department of Transportation to assess projects to prioritize the most pressing needs. She supports a transit-first approach to reduce congestion, though she acknowledged public transportation is not equally practical in every area.
On public safety, Elder supports stronger consumer protections and clearer requirements for electric bicycles. Donaghy is working to lower Washington’s legal blood alcohol concentration limit for driving from 0.08 to 0.05. She sponsored the House version of the bill last year, while State Sen. John Lovick sponsored the Senate version.
The candidates will compete for the Position 1 seat in the 44th Legislative District. The election is scheduled for November 3.
