United Nations investigators concluded that Israel committed crimes against humanity in the occupied West Bank, specifically identifying extermination, torture, and sexual violence. The Independent International Commission of Inquiry released its findings on Monday, stating that Israeli military operations and sustained settler violence form a widespread and systematic attack on civilians. The report marks the first major determination of this scope since the commission previously found Israel committed genocide in Gaza in September 2025.

The timing of the release coincided with Israeli forces conducting a clampdown in Hebron, which included expulsions and demolitions following a gun attack the previous week. The commission, established by the UN Human Rights Council in 2021, does not speak for the UN as a whole but acts as an independent body. It focused its analysis on killings and bodily harm caused by both Israeli and Palestinian security forces from October 2023 through the present day.

Data from the UN Office for the Coordination of Humanitarian Affairs indicates that 1,143 Palestinians were killed in the occupied West Bank and East Jerusalem between October 7, 2023, and October 9, 2026. At least 250 of those victims were children. The commission determined that Israeli authorities intended to collectively punish West Bank civilians in response to the Hamas attack that began in Gaza. It noted that the situation has deteriorated gravely since that October 2023 event.

Israel’s mission in Geneva rejected the findings, calling the report part of a misinformation campaign to demonize the state and portray its existence as criminal. The mission stated that the international community must reject the distortions and demand the commission’s immediate dissolution. It emphasized that the findings should be repudiated rather than accepted as a baseline for future policy.

The commission is led by a three-member team, with former South African High Court judge Navi Pillay serving as chair until November 2025. Pillay received the Nobel Peace Prize earlier this month. The current report details how nationality, race, and ethnicity serve as the core of persecution within the territory. Israel has occupied the West Bank since 1967, a period that includes the current cycle of military operations and civilian conflict.

The findings come one day before Israel’s general election. The report lists specific acts including rape and other forms of sexual violence alongside extermination. It attributes these actions to Israeli authorities and forces. The commission’s previous finding of genocide in Gaza remains a point of contention, with Israel flatly rejecting that earlier determination as well.

No immediate vote is scheduled on the report by the UN General Assembly, though member states often respond to such inquiries in formal sessions. The next step involves the diplomatic reaction from various nations to the specific allegations of war crimes and crimes against humanity. The commission will likely continue its mandate unless dissolved by the Human Rights Council or the member states.
